In Bulgaria, underreporting of irregularities remains a serious barrier to accountability and democratic participation. Many citizens don’t report issues, not because they don’t care, but because the process is complex, unclear, or intimidating. In this talk, I would like to share the journey behind building Report Now – an AI-powered agent designed to navigate citizens in reporting irregularities more easily, giving them the right contacts to the responsible institutions.
I will walk through:
- How we identified the real barriers preventing people from reporting
- How we built and structured a civic-focused database
- The process of training and iterating on the AI agent
- What worked, what failed, and what we would do differently
